Palmer Pre-Release Center Discharges

Palmer Pre-Release Center is an SCDC minimum-out institution for men. Its name describes a mission and custody setting, not a separate county release system. A person can leave Palmer through transfer to another SCDC institution, full release, parole, community supervision, supervised reentry, or another authorized state path. A transfer does not end incarceration. After the prior-day data refresh, the person should remain in SCDC's current search under the receiving location.

A physical discharge belongs in SCDC's separate Released Inmate Search. Its Release Type must be preserved as the state displays it. Labels found in official Florence County queries include RELEASED, PROBATION, PAROLED, and SUPV RE-ENTRY. PAROLED and SUPV RE-ENTRY show that prison custody ended while a community correctional status continues. They do not mean every part of the sentence is complete.

Note: Palmer's pre-release name describes its mission and does not mean every departure from the institution is a final discharge.

Confirm Palmer Release Records

South Carolina operates two distinct public tools. The ordinary SCDC Inmate Search covers people currently sentenced to and incarcerated in SCDC, with information reflecting the preceding midnight. It excludes released people, county detention sentences, and people under parole, probation, or other community supervision. The separate released search confirms completed state-prison custody events.

1. Determine whether the event was a transfer or a physical prison release.
2. For release, open the SCDC Released Inmate Search and enter a narrow beginning and ending Release Date.
3. Select FLORENCE, form value 21, then search and compare SCDC ID, name, age, release date, and release type.
4. Use Export when more detail is needed, including SID, detainer indicator, and most serious offense fields.
5. If the release type implies supervision, verify the person through SCDPPPS.
6. If no match appears, broaden the date and county carefully, call SCDC, or request a discharge record.

The county filter must not be overread. It organizes SCDC released records and does not prove that each result physically exited Palmer. The Florence County released inmate search distinguishes this statewide release from a short county-jail stay.

Palmer SCDC Release Search Fields

The SCDC Released Inmate Search requires beginning and ending release dates plus a county. Its visible results show SCDC ID, Name, Sex, Race, Age, Sex Offender Indicator, Release Date, Release Type, and County. Export adds SID, victim indicator, detainer indicator, and MSO, which means most serious offense. Identifiers are more reliable than a name alone when people have similar names.

The official SCDC released search displays the date-and-county controls used for a Florence query.

The screen is a statewide release tool, not a Palmer-only list. Match SCDC ID or SID, date, county, and release type before treating a result as the correct person.

Note: The Florence county filter organizes SCDC results, but it does not identify Palmer as the physical releasing institution.

Palmer Transfer or Actual Release

A disappearance from Palmer's location is not automatic proof of release. The ordinary SCDC search may show the person at a receiving institution after the prior-midnight refresh. It may also omit a released person because its scope is current incarceration only. Those rules make the search result meaningful only when read with its scope and date.

Request Palmer Discharge Records

When the online result is incomplete, submit a narrow SCDC FOIA request. Identify the person by full name, SCDC ID or SID when known, and approximate custody dates. Ask for the releasable public parts of the admission and release record, including admission date, release date, release type or status, committing county, public sentence-computation sheet, and any releasable identification photograph.

SCDC asks for a simple description plus the requester's name, address, and phone number. Its posted rates are $0.10 per black-and-white page, $0.25 per color page, and $18.95 per hour for search, retrieval, and redaction, subject to the legally required qualified-employee rate. A deposit or payment before production may be required. Internal classification, medical, victim, and other protected material may be withheld or redacted.

Palmer Release Contact Details

Palmer is located in the City of Florence and is the only current SCDC institution shown in Florence County on the official state institutions map. Facility staff can route institution-specific questions, while SCDC central records control formal state release documentation.

Have the person's SCDC ID or SID available when possible. The Florence County Detention Center records unit cannot confirm a Palmer discharge because the county jail and SCDC maintain separate custody systems.

Palmer Pre-Release Mission and History

SCDC says Palmer opened in 1975. It classifies the institution as minimum-out and describes its special mission as work and pre-release programming and training intended to support reintegration. Palmer also supplies labor crews serving Florence County and the City of Florence. These facts explain the facility's placement near the end of some prison terms, but program placement is not itself a release event.

The institution entry supports Palmer's pre-release role and state operation. It does not replace the released search, which supplies the person-level date and release type.

Note: Participation in work or transition programming cannot substitute for the official SCDC record of a completed release.

Palmer Release and State Supervision

When SCDC reports PAROLED, PROBATION, or SUPV RE-ENTRY, check the SCDPPPS Offender Search. Valid combinations include first and last name, SID alone, a name with year of birth, or county paired with a name or SID. The agency warns that online data represent the prior day and that people no longer supervised may not appear.

Contacting local staff is the state-recommended same-day fallback when the public search does not confirm a current community status. SCDPPPS cannot verify the precise physical exit time from Palmer, so retain the SCDC release record as proof of that event.

Parole

Conditional release granted by the parole board for part of a sentence to be served in the community.

Supervised reentry

A qualifying community placement beginning before the ordinary release date under SCDPPPS oversight.

Discharge

The formal end of the applicable custody or supervision status.

Transfer

A move to another institution or authority that does not by itself end custody.

Can a Palmer Release Have Holds?

A detainer indicator in the SCDC export can signal that another authority has an interest in the custody transition. It should not be freely translated into a specific destination without confirmation. No dedicated ICE facility or current federal or immigration detention contract in Florence County was verified through the reviewed official maps.

If immigration custody is supported by the record, use ICE ODLS, which covers current ICE custody and releases from ICE custody within the last 60 days. If a federal prison sentence is involved, use the BOP locator. These are separate from Palmer and cannot prove the SCDC exit date on their own. They show what may have happened after state custody ended.

Palmer and County Jail Records

Palmer records sentenced state custody. Florence County Detention Center records local adult detention. A local booking that ends through transfer to SCDC can appear as released from the county jail while the person remains incarcerated in the state system. Conversely, a Palmer discharge will not appear in the Sheriff's released archive merely because Palmer is physically located in Florence County.

A person may have records in both systems at different times. Build the custody sequence by date, operator, facility, and release type instead of merging separate events into one release.
